Women should not be punished for exposing their fetuses to risk because the definition of risk is very vague and it is undecided who defines what risk is. The threat of punishment decreases the number of women that go in for prenatal care leading to more fetal harm in the long run, and women have the legal right to do what they want with their bodies even if it may harm the fetus.
