School community councils (SCCs) are legally required shared governance institutions in Utah public schools comprised of parents, teachers, and administrators that make decisions regarding educational policies. In 1988, Malen and Ogawa found many issues with this representativeness of this institution, and in 2017, Lopez, Yanaqui, and Kuttner found that these conditions still exist. My goal was to further understand why these structural conditions have persisted for almost 50 years.
